Good Morning from the Promptbox Team!
As Biden, the G7, the U.K., and China all jockey for the lead in AI regulation, we're seeing a flurry of summits and executive orders churned out at an unprecedented pace.
Generally, I lean against regulation. More often than not, those in charge donât prioritize the interests of the masses â and Iâm sticking with that.
AI has the potential to level the playing field at an unprecedented level. Yet, the more our world leaders tighten the reins on it, the less likely it is that everyday people like you and me will have access to its full potential.
From what I gather, we're heading towards a future where more AI products and tools are centralized, owned by either nations or tech giants and out of reach for those who could truly benefit from them.
No matter how you spin it, thatâs just scary.
Happy Halloween. Letâs get it.

The ongoing dialog of AI flip flops between its potential benefits and its world-ending risks.
While many celebrate AI's advancements in healthcare, education, and other fields, concerns about its implications in warfare, security, misinformation, and grow by the day.
This week, the U.K. takes center stage in the AI discussion by hosting a unique event, the "AI Safety Summit" at Bletchley Park, a historical site related to World War 2 Codebreakers.
Overview
Event Significance: The AI Safety Summit aims to address long-term questions and dangers associated with AI. High-level aspirations dominate the summit's objectives, focusing on building a shared understanding of AI risks and promoting international collaboration.
Notable Attendees: While big names like Elon Musk mark their presence, significant figures such as President Biden, Justin Trudeau, and Olaf Scholz are reported absences.
Limited Participation: Described as "Golden tickets" by Azeem Azhar, attendance to the Summit is exclusive. However, numerous other events and developments have risen around the Summit, including conferences, task force announcements, and discussions at institutions like the Royal Society.
Controversies: Critics argue that the exclusive nature of the Bletchley Summit sidelines many voices from the AI discussion. A group of trade unions and rights campaigners has expressed their exclusion concerns to the prime minister.
Existential Risks: The debate rages on whether AI poses an "existential risk." While some view this notion as an exaggeration, others believe AI might play a catastrophic role, especially when leveraged by bad actors.
Business Perspective: Despite the U.K.'s ambition to position itself as a hub for AI business, investment might not be as straightforward. The immediate business interests of AI implementation contrast starkly with the safety and risk discussions at Bletchley Park.
Right now, we donât have a shared understanding of the risks that we face, and without that, we cannot hope to work together to address them. Thatâs why we will push hard to agree on the first ever international statement about the nature of these risks
The AI Safety Summit not only underscores the U.K.'s intent to be at the forefront of the AI conversation but also highlights the dichotomies in perspectives, access, and priorities related to AI.
As the global community grapples with AI's challenges and opportunities, events like these emphasize the need for collaborative, inclusive, and forward-thinking dialogues - and yet, inevitably the majority gets left behind.

ALIBABA
Alibaba, Chinaâs biggest cloud computing and e-commerce player announced Tongyi Qianwen 2.0, its latest large language model (LLM), stating that this version is a âsubstantial upgrade from its predecessor.â
Alibaba also released AI models designed for applications in specific industries and uses â such as legal counselling and finance â as it angles in on businesses.
AND THE BRAIN
Researchers found that when they trained models known as neural networks using a particular type of self-supervised learning, the resulting models generated activity patterns very similar to those seen in the brains of animals that were performing the same tasks as the models.
MIT researchers also explored the functionality of specialized neurons, known as grid cells, which found that self-supervised models created patterns similar to those in the mammalian brain.
WEATHER
A new study shows that weather models based on AI fail to account for a process that puts a fundamental limit on weather predictability: the butterfly effect.
The butterfly effect describes how the consequences of tiny perturbations can very quickly grow to have a major impact on a system's final outcome, as in the metaphorical example of a flap of a butterfly's wings in Brazil ultimately influencing the development of a tornado in Texas.
AI ORIGINS
In the winter of 1958, a 30-year-old psychologist named Frank Rosenblatt was en route from Cornell University to the Office of Naval Research in Washington DC when he stopped for coffee with a journalist.
The outcome? Perceptron, a program inspired by human neurons that ran on a state-of-the-art computer: a five-tonne IBM mainframe the size of a wall.
